OPERATING PROCEDURE
 

Registrar General of Citizens Registration (RGCR) : The overall superintendence, direction and control of the updation of National Register of Citizens are vested with the Registrar General of India, who is designated as the Registrar General of Citizens Registration (RGCR) under sub-rule (1) of Rule 15 of Citizenship Rules, 2003.

Director of Citizen Registration (DCR) : The Director of Census Operation of the state shall act as the representative of RGI at state level in the capacity of the Director of Citizen Registration under sub rule (2) (b) of Rule 15 of Citizenship Rules, 2003. The preparation of the updated NRC for the state shall be under the superintendence, direction and control of the Director of Census Operation as the Director of Citizens Registration.

Rule 5 of the Citizenship Rules, 2003 makes its legally binding on every government machinery and official at all levels to render essential services for updating NRC by commanding that “Every official of the Central government, State Government, local bodies or their undertakings shall assist the Registrar General of Citizens Registration or any person authorized by him in this behalf, in preparation of the database relating to each family and every person, and in implementing the provisions of these rules”.

State Coordinator of National Registration: The State Government shall assist the Central Government in carrying out the process of updating of NRC 1951 and in this direction, under sub-rule (3) of Rule 15 of the Citizenship Rules, 2003, the State Government shall notify an officer not below the rank of the Secretary to the State Government as the State Co-ordinator for updating of the National Register of Citizens, 1951. The State Government has already notified the Commissioner & Secretary to the State Government, Political Department as the State Co-ordinator of National Registration (SCNR) for updating of the National Register of Citizens, 1951.

District Registrar of Citizen Registration (DRCR) : The Citizenship Rules specifies that the District Magistrate (Deputy Commissioners in case of Assam) of the district shall be the overall in- charge as District Registrar of Citizen Registration (DRCR) of the entire NRC updation operation pertaining to his district. The State Coordinator is empowered to notify the Deputy Commissioners as DRCR.

Additional District Registrar of Citizen Registration (ADRCR) : The Additional Deputy Commissioners and the Sub-Divisional Officer (SDOs) shall be appointed as Additional District Registrar of Citizen Registration (ADRCR)to strengthen the capacity of the DRCR. The ADRCRs would be subject to the overall control of Deputy Commissioner of the district.

Each Revenue Circle shall be a unit for the purpose of updating of National Register of Citizens.

For a cluster of villages, an LRCR office shall be notified. Jurisdiction of each LRCR office shall be notified by the DRCR after taking approval from the SCNR.

The contiguous forest areas shall be included in the Revenue Circle unit for the purpose of NRC updation.

Circle Registrar of Citizen Registration (CRCR) : The Circle Officer incharge of the Revenue Circle shall function as the Circle Registrar of Citizen Registration (CRCR) in respect of the concerned circle. In the district of Dima Hasao, however, officers functioning as Assistant Revenue Officers under the District Council shall function as the CRCR. The RGI has designated the State Coordination of National Registration (SCNR) as the competent authority to notify the Officers to function as CRCR.

Revenue officers in charge of Revenue Circle in the Sixth Schedule districts shall be under the superintendence and control of the Deputy Commissioners of the concerned districts during the process of updation and preparation of NRC.

Assistant Circle Registrar of Citizen Registration (ACRCR) : The CRCR shall also be assisted by Assistant Circle Registrar of Citizen Registration (ACRCR) who will be of a gazetted officer of suitable rank. Such ACRCR shall be appointed by the State Coordinator on the recommendation of the Deputy Commissioner of the district.

With regard to forest areas, the Forest Range Officer shall be appointed as the ACRCR.

Local Registrar of Citizens Registration (LRCR) : For one or a cluster of villages a gazetted officer shall be appointed by DRCR with approval of the SCNR as Local Registrar of Citizens Registration (LRCR) who would be responsible for display of the records as well as for issue and receipt of Application Forms etc. after publication of the records and verification of applicants. The appointment of LRCRs shall be widely circulated for public knowledge and shall be published well ahead of time.

Local Officer (LO) : In order to assist the LRCRs, Local Officers are also appointed in all districts. The main responsibility of the LO is to assist the LRCR in supervising the functioning of the NRC Seva Kendra (NSKs).

Field Level Officers (FLO) :Officers who are usually conversant with the local areas in the field by virtue of their working at various Polling Stations shall be engaged under NRC updation project as the Field Level Officers (FLOs).

Verification Teams (VTs) :
Verification Teams (VTs) would be formed to verify the particulars submitted by the applicants before deciding upon inclusion of their names in the updated NRC. The VTs would ordinarily consist of the LRCR, and the Lot Mandals. The VT shall be responsible for validating the documents to be submitted by the applicants as proof of their claim to citizenship as well as for field verifications to establish identity of the applicants. The help of the Gaonburhas, Field Level Officials (FLOs) and Forest Officers (in case of forest villages) would be taken by the VT for the purpose under Rule 5 of Citizenship Rules, 2003 that makes it mandatory for every official to assist the Government in the process of NRC updation. Moreover, the VTs would be empowered to take help of any field level Government functionary for work related to field verification.

All the officers appointed as DRCR/ ADRCR/ SDRCR/ ASDRCR/ LRCR/ members of VT shall be provided with all necessary manpower, financial and logistic support.
