National Register of Citizens (NRC) updation basically means the process of enlisting the names of all GENUINE CITIZENS residing in Assam at the time of NRC updation. The only time that a National Register of Citizens (NRC) was prepared was in 1951 when after conduct of the Census of 1951, the NRC was prepared by recording particulars of all the persons enumerated during that Census.
The year 2015 will finally witness a dream turning into reality as the Government leaves no stones unturned to fulfil the dream of millions of people of this beautiful land of red rivers and blue hills by gifting the people of the state this first of its kind project – NRC updation, which has been taken up for the first time ever, not only in the state of Assam but the entire country.
Citizenship being a subject of the Union List, policy decisions, guidelines and funds for NRC updation are provided by the Central Government but its implementation is done through the State Government machinery under the guidance of the Registrar General of India who functions as the Registrar General of Citizen Registration under Rule 15 of Citizenship Rules, 2003.
The provisions governing NRC updation in Assam are The Citizenship Act, 1955, and The Citizenship (Registration of Citizens and Issue of National Identity cards) Rules, 2003. The modalities for NRC updation have been developed jointly by the Government of Assam and the Government of India in adherence to these statutes.
In order to maintain credibility, security and transparency, highly advanced and up-to-date Information Technology is used to ensure that the updated NRC is absolutely error free, leaving no scope for loopholes. The sophisticated software developed exclusively for this massive project guarantees that the updated NRC is free of names of illegal migrants and foreigners and ensures that only genuine citizens figures in the updated list.
